What makest thou of this? Spy? Military or Diplomatic Courier?

Fashionably attired man about forty years old found in the late 1940s leaning against a sea wall on an Australian beach. He had not been in the water. He was dead with no signs of foul play and some thought of poisoning by a snake was a possibility. His physique was noted as being healthy, well-developed, well muscled. This would be consistent with some thoughts that he had been a sailor constantly walking on a pitching deck or a hiker/runner.

Clearly traveled and clearly traveled light.

Only noted oddities were: carried both a cigarette lighter and a box of matches.
Carried a sewing kit containing orange thread of common manufacture capable of providing a source of "ink" visible under UV light only.
Carried one brand of cigarettes inside another brand''s container.
In possession of several envelopes but no postal stamps.
In possession of several pencils thought to be short pencils.

A somewhat fastidious man. Dressing gown and pyjamas. Sharp items had tiny protective cloth caps.

At Autopsy a pathologist located a fob pocket with a printed phrase cut out of the Rubiyiat of Omar Khayam. The phrase is best translated as The End or Ended or Concluded.

An associated item that promptly fell into police hands was a UV coded message of unknown meaning.
