Carl Panzram. Also the BTK killer@? These guys are stone cold friggin mass murderers. But they don't get the big "T" label. Going after those murderers was all police action, not military or HLS.

The Boston bombers stuff some concoction in pressure cookers and slaughter some innocent runner's. And although the Russians warned us in advance, they were able to do what they did, everyone within a large distance goes into voluntary lockdown and allows quick entry searches of their houses.
