The meaning is not to get too close to bad people, even if you sometimes have to deal with them. It used to get a lot of play in foreign policy news and analysis not too long ago. It was prominently and widely used in the run-up to the First Gulf War in 1990-91, vis-à-vis America's relations with Iraq in the 1980s.

This contradicts another saying, which advises "Keep your friends close and your enemies closer."
Cool. I don't remember hearing that before. The gulf war was a couple three wars ago though. Wow now that I'm reflecting back, there's has been a lot of "water under the bridge".

I remember watching snippets of coverage late at night, perhaps a bit in the morning. Before school. Before the bus came.

I was 9.

Bush the elder was much criticized for leaving Saddam in power. Seeing how Bush the younger fared after removing Saddam, the elder's decision seems like the right one. Though his idea to unsubtly press the Iraqi army to stage a coup backfired. It led to revolts by Kurds and southern Shi'ites, both of whom suffered terrible consequences.
