Obviously it's for a female character.

Not so obviously, it's a society where what we would consider common names are rare.

I see a clear bias against Phoenician deity names...

Uncommon is one thing, unpronounceable is entirely different. For that reason, I voted for Larissa.

Astarte is a Phoenician goddess, wife or consort of the god Melkart.

Jocasta was Oedipus' mother and, well, you know the yucky details if you've read the fable.

Odd names I discarded:

Artemis
Ankhasunamun
Akhet (not a real name, but a nice one. It means "Horizon")
Demeter

Artemis is a name I've heard before - I think it was a name used on the radio by the cop that was tracking Otis (Ned Beatty) in the subway tunnels near Luthor's lair in the 1978 Superman movie.

It is pronounceable. The other three are not.

I would have taken Demeter over the 3 you listed, though I like Jocasta as well (in my head I hear Iocasta for some reason). Artemis is another good name.
