Depends on how you define defeat and ISIS. You can defeat the current lead group of Moslem militance/independence, it will be replaced. Trump might be able to force a peace for his time as president does that mean he has defeated them? Wars over lands taken from someone are never over. Did the US defeat the Indians? How is that going now? No hard feelings or independence issues there. How about the Mexican wars and Calexit?

The libs think that talking and negotiating will create a permanent solution. History shows over and over that it is never permanent if someone has lost their homeland.
