Trump then wants to comb through federal departments and agencies to root out "corrupt actors" in the national security apparatus. Third, Trump is calling for reforms to the FISA court and the establishment of a "Truth and Reconciliation Commission" to publish "all documents on deep state spying."

Next, he wants to embark on a "major crackdown on government leakers who collude with the media to create false narratives." This could include the pursuit of criminal charges. To ensure that inspectors general offices have the correct incentives, his plan will make them independent from the departments they oversee.

Among other proposals, Trump wants to create an independent auditing system to oversee intelligence agencies, push as many as 100,000 federal government jobs outside the nation's capital, prohibit federal workers from landing gigs at "companies they deal with and regulate," and impose term limits on members of Congress.

The former president has long railed against government bureaucracies he dubs the "deep state," bristling at damaging leaks to the media that vexed his first term and claiming that the intelligence community targeted him.

Republicans have raged at the Justice Department, accusing it of unfairly targeting anti-abortion organizations, education activists, and other conservative groups. After the GOP reclaimed the House, they established a subcommittee to explore the "weaponization of the federal government."

Top law enforcement officials, including FBI Director Christopher Wray and Attorney General Merrick Garland, have countered allegations of unfair practices.
