That is why if a GROUP of hostages is taken the USA citizens are most likely to be executed, they are the least valuable.

New Zealand has a very strict policy. The word 'ransom' may not be used; only the word 'expenses'. There is an absolute limit of 300,000. Even a hint of one dollar more than that and the deal is clearly off. If the families hire intermediaries the NZ government will not comment on the intermediaries qualifications or fees.

Other countries often do pay but do it in a manner that suits "plausible denial".

When yachts were being seized off Somalia shores don't think that some of those gangs were not getting instructions and equipment from Israel just because most of them were getting instructions and equipment from major Islamic powers. Most of the ransom money went to buy buildings in Somalia.

The UN Naval Force was tasked to protect commercial shipping, not private yachts.Some US Navy vessels stood by and watched the pirates sieze yachts and in one case cut a woman in half with an AK47.
