Being as there are real obstacles put up by the god proponents themselves for verifying miracles, I think this is the best you could do.

You need to compile lists of hopefully thousands of people with illness or various infirmities.

However, you need to eliminate various conditions from the list -- FOR INSTANCE: Limps, deafness, non-specific pain, comas, mental illness, amnesia events, probably most standard bacterial infections blindness where the eyes are mostly intact. And probably no forms of cancer

In other words, we want to make sure there is real apparent damage or disease or visible injury. And it can't have any unusual history of resolution where it goes away in some people or is likely to undergo extreme medical intervention which might eliminate completely. (no cancers, no infections)

What we're looking for are things like advanced ALS, arms or legs where the hand or foot is missing which would be an extremely complicated replacement to fool someone. Major war or accident injuries. Some genetic diseases. Basically, any easily verifiable and not too minor a condition.

Once you compile this, you bring it to your believers to see if they can have any success. You probably ideally should have DNA samples of all your selectees on file, and other general authentication.

Of course I predict Zero success rate.

you know that won't matter at all. Whatever rational test one bring sup, the theists have a counter to explain it away to their satisfaction.

Here's a classic one: God is not a man that He may be put to the test, or something like that.

Me, I take a slightly different approach. God is like a tea kettle. You know how a pot won't boil when it's being watched? The god/Jesus/spirit triumvirate won't miracle when they're being tested.

It depends what the text means.

Any surgeon can "heal" the consequences of a severed body part by cleaning the wound, then suturing the stump to prevent further blood loss and infection (and there's stuff to be done with ligaments, blood vessels, nerves and so on).

Naturally you have to make do without an ear, arm, penis, etc. But you get to live long enough to do without.

Of course, any normal kind of testing conditions wouldn't be acceptable to them. This is the best I think one could do. Bend over backward. Give them a group of people to focus on and wait.

Doesn't say the ear grew back or was
replaced. That is not possible.

It's true, all sorts of replacement surgery has been successful. But doing anything like that without leaving evidence of a surgical repair/scarring is still impossible AFAIK.

When circumstances are right, it can be done.

It can't always be done successfully, even when circumstances are right.
