Neither. Looking at her actions and looking at history. Then drawing the conclusion. A person who just wants to retire does not whine about why they lost for hundreds of pages then keep themselves in the news. A person who just wants to retire does not start a PAC. You people are stuck with her! And if she decides to run again, your party will fall all over themselves to get her the nomination.
