It is called "gaigin." Means "outsider." Japanese will be very polite and friendly to foreigners. But it will be a shallow friendliness. No matter what you do, there will only be so much acceptance. Unless you are Korean or other Asian. Those they dislike. Koreans will do anything to pass for Japanese in Japan.

I never saw so much racial hatred
as Asians have for other Asians,
when I lived in Hawaii. It was almost
hard to believe, made black/white
relations look almost cordial.
If you take a risk, you may lose. If you never take a risk, you will always lose.
