I was incoerect saying you had to be in the room to accuse. You had to be in a room to suggest, and could only suggest that room, but accusations would be in any room. Which only makes sense, really. I can remember playing and the frenzy of everyone trying to get to a certain room way back when. I suppose it could have been to make a suggestion, but I think actually we were just playing it wrong, thinking we had to be there to accuse too. It's a natural mistake to make.

No, that goes back to at least 1956, and the game was first published in 1949. So seems likely it was always a rule. The info I saw was there were rule changes when the vhs version came out in 1986, and they believed that was the first time the rules changed. They did emphasize the difference in the instructions, below.
