We probably do 200 of these operations a year at my hospital. Not pretty. We make people wear seat belts but allow them to smoke cigarettes.....

1. You get a ticket for not wearing them in all but one state.
2. The feds pushed the states to make it a "primary offense" meaning you can be pulled over for it.
3. States will set up "seat belt checkpoints" to issue tickets for the offense.

I am not talking about an actuarial comparing of early deaths (no offense.) I am talking the tax collection and the MSA that gives billions to the states in cold, hard cash. The government makes more off of cigarettes than farmers, tobacco companies, or retailers. Probably now takes a bigger slice than the rest combined in many places.
