If they could pull it off, would the powers that be consider it slavery if they put them into slavery?

Most of the modern thinking now believes that Neanderthals may have been intelligent, possibly as intelligent as Homo Sapiens Sapiens. It is also believed that the original Neanderthal skeletons were of a genetically damaged person, and were not indicative of the race.

They were just the last of competing species to survive.

But the cost of reviving one of them is astounding. I don't think making them slaves would be an issue. The question is more if they would end up living their lives under heavy observation, and how fair that would be. As always there is the question of the procedure going badly.

At least in America, it was the excuse justifying it saying African slaves weren't human, so could be slaves. In America, you can own the genes which make up a life through a patent and this would make them property. Naturally, evil geniuses wouldn't allow them to be themselves as they really were and would tinker somehow to make this their only possible purpose. I could see economically there to be higher profits using the rat race as a motivator for freemen than something complicated like slavery though.
