Flea, that is exactly my point. They are NOT pro-active which is why they need to have really bad things happen to them before they decide to attempt to fix it.

Just before departing the port of Incheon on Tuesday last week, the ship, the Sewol, reported by radio to the Korea Shipping Association that it was loaded with 3,608 tons of cargo. The maximum recommended weight of cargo for the Sewol was 987 tons, an official at Korean Register said on Wednesday.

In addition to investigating possible overloading, prosecutors are looking into whether the ferry was safe for operation after a redesign early last year, said Mr. Kim. Modifications included adding extra passenger cabins, raising the passenger capacity by more than 150 people, and increasing the ship's weight by almost 240 tons, the Korean Register said. The changes were approved and met safety standards, but prosecutors are unsure whether the ship's owner made additional changes afterward, Mr. Kim said. It is also not clear if Chonghaejin Marine complied with a request from inspectors last year to take measures to ensure the ship remained balanced in case of tilting, an inspector from Korean Register said.

Detained crew members said the ship had poor stability and problems with its steering.

That is truly horrible, then the port authorities who allowed so much tonnage to be placed on the ship as well as the copmany needs to answer for their efforts.

Like I mentioned before, Korea will have the best Ferry and shipping service in about 5 years time :(

The bottom line is that a 3rd mate made a sharp turn in calm waters for what appears to be a course correction. Nobody was evacuated and only 2 lifeboats were deployed. I think before they are done they are going to find pages of violations covering a range from easy to severe.

The last executions in South Korea took place on December 1997 when 23 people were put to death. However, I wouldn't be surprised if someone calls for a death sentence in this case.

Last one actually took place in 2003.

I wouldn't be surprised if these guys or at least some of them try and kill themselves. It is kind of like an "honor killing" which happens in Japan a lot.

One person (assistant principal) has already taken his own life and asked in his suicide note to have his ashes strewn in the sea so he could be with the children who passed on......

Nothing but sadness here.....

The problem with Korean culture is that they are highly reactive. They are not very proactive.

You can see it with their airlines as well as with their building structures.


This is a problem with a lot of non-western cultures. They are great at "following the book" when a problem comes up. As long as "x" happens any you do "z" they are fine. But if "y" happens and was never thought of they freeze up, afraid to make a decision and do not know how to react.

This is a reason American pilots can get jobs all over the world and the same reason US Fighte Pilots did better at dogfighting. In US Culture you are more taught to assess a situation and use a range of tools to react. In Eastern Cultures indiviual thinking is not as highly prized so you are taught a SOP Manual.

Since you may never have the same two exact situations in a lifetime the western way has worked better.

Just a recapitulation:

The ferry appears to have routinely sailed very much overloaded with cargo.

The ferry's final voyage carried the most cargo it had ever carried.

Even using the post-event paper works supplied by the company, the rescue divers found thirty more cars than the ship owner claims were aboard the ferry.

The third mate made a sharp turn and the cargo appears to have shifted resulting in an immediate and irreversible list.
