Slower storms are generally wetter. Helene was fast. I don't know if they measured things like rapid intensification or even had the ability to, until the first hurricane planes. That wasn't until 1943. Another factor would be lead time. Not that I've been totally impressed with how people prepare even when they have plenty of time. I saw one story where the family was preparing by putting life jackets on their kids. I'm not sure that's the best way to prepare for what is called unsurvivable storm surge.
