This ranking is not exactly a surprise
1) San Francisco
2) Vancouver
3) New York city
4) Seattle
...
25) Cleveland
26) St Louis
27) Detroit

Many people don't think of NYC as a "green" city, but it sort of an economic reality. Prior to WWII 1 in 12 Americans lived in NYC or Chicago proper. It was a time when people were green and didn't know it. They lived in small apartments and rode the subway or streetcars and walked to a lot of places. They probably recycled a lot only they called it being frugal.

Cleveland, St Louis and Detroit, what swell places.
They used to be fine cities. At one time Cleveland
was where all the millionaires lived. Even Rockefeller
lived there till he moved his fortune to NY.

Millionaires Row from 1850 to 1910:

If you take a risk, you may lose. If you never take a risk, you will always lose.

Depends on what you mean by 'green'.
Alot of Rust Belt communities are prospering by going green via selling abandoned buildings for one dollar and dedicating ex-crack house lots for "community gardens" and "bicycle paths"

A return to ww2 Liberty Gardens?

Full report actually ranks the cities using different criteria (buildings, air, etc.) I was using the overall standard.
