It does sound like a situation that needs maintenance but that is usually done all at one time in an area and scheduled only every 5 or 10 years around here. They send in a tree trimming contractor who does the whole area. They then don't back except for emergencies. Like I said earlier you need to convice them this is an immediate safety issue to get things done out of schedule. It is like any other infrastructure deficiences like bad roads, bridges, sewer and water lines never enough money to do it all when it should be done.

Some people like to drive a new vehicle and trade-in every couple of years. Others want to run a vehicle into the ground to save the money. Same situation with both public and private infrastructure.

I think they built the utility poles into the trees in the 1920's north of the house when there where no other houses, and they just kept it there.
