I would say two things might make it upscale. I saw one show where they said they specialized in girls who were actually smart. Girls you might actually take to dinner with people. And at the dinner they could talk smartly on intelligent subjects. But at the end of dinner they still took care of business

The other to me is how they look. Cheap agency girls look slutty. High class ones look sultry.

I would tend to agree. The more expensive agencies discourage visible tattoos and tend to encourage sultry rather than slutty impressions. The GFE factor ... ie, that in public she could very well be a Girl Friend rather than an escort may play a role. I think it woul take word of mouth to build a high class service. And I think it would take much female input to run one. For the simple reason guys capable of managing one are less likely to want to be in that business. At the least it would take women to recruit women.
