The only exception is Oregon which supports ZEVs, but also has cheap hydroelectric sources of electricity. Oregon does not have cheap electricity, but it is cheaper than the average. In general the states with the very cheapest electricity frequently use a lot of coal (Louisiana, West Virginia, the Dakotas for example). None of the states with cheap electricity have initiatives to requires zero emission vehicles . Logically, these states should support these vehicles since they have electricity to spare. But the process is not very logical. Average price per kWh in cents, and states that support legal requirements for Zero Emission Vehicles are highlighted.
