As president, as private citizen, or as a candidate?

That is, if, say, Hoover hit 30 states while campaigning, then 18 as president, and went to Hawaii and Alaska on vacation, does that count?

Also, does it matter whether a given state was even a state when the visit took place?

I assume logically it can't be earlier than President Eisenhower since there weren't 50 states before him. He would have found it difficult to fly that much without a private jet. Kennedy didn't live long enough and LBJ didn't like flying that much.

So it would have to be Nixon or Carter since I don't think Ford could have done it in 2.5 years.

I am going with Nixon.

I would think it would be relatively easy accomplishment with the widebody presidential planes.

Negro? wow, there are plenty of black Cubans, and I had thought, generally, communist regimes liked to play like they are un-racist since they like to poke at the US for its racial problems.

Well, we could take the position that 'negro" is not universally racist as it is just an African term for black. It was not considered racist to use the term in the USA until the 1970s and even today when the census bureau removed it some older blacks still preferred to use it vs black/african american. However, given the context of the rest of the article I am thinking it was intentional, passive-aggressive action.
