Not exactly. Intel and history did say Saddam would try for WMD. He was in violation of his UN inspection agreement. Based on his behavior I would never want Powell under my command.

As to "reason to be in conflict" the problem is that the USA has some kind of interest almost everywhere in the world. That we want to be the naval power worldwide alone drags us into many conflicts. If people in the USA want all the products they enjoy the simple fact is we will be involved in nearly anything that happens, anywhere.

What we need to do better is learn to get others to do the fighting.

The USA currently has the only real blue ocean navy and the only navy in history to be unchallenged worldwide. As late as WWII the Brits were still based in the western hemisphere and we were blockaded at our own ports. An oil pipeline had to be built post-haste because delivery by ship was not assured. Japan locked us at Hawaii and no further.

Today no one navy can challenge the US Navy. The US Navy can stop any nation from an expeditionary military operation at will. The Brits (racist term?) could not have fought at the Falklands if we said "no." Afghanistan was the only nation not reachable to attack since WWII, and we still made it happen within weeks.

In world power, the USA is a bit like the mafia Boss of Bosses. Other nations rarely challenge because they can be crushed with little effort. But a mafia wiseguy is expected to keep his neighborhood safe from petty crime. They walk the street to show their presence. While this mere presence will keep the neighborhood a safe oasis in a crazy city, some idiots will try to cause problems. Such a local hood will be called in and told firmly to knock it off. If he does not, what he steals will soon be shoved down his throat, along with any other thing the wiseguy wants to shove down there.

So the USA will try to keep out of things as much as possible. Sooner or later, some shopowner comes by and ask for help with the thugs upsetting his business.
