If on the 1% chance the story is true the answer to your question is obvious. The simplest answer as per Occam's Razor is to hold until well into the election to try and do the most damage to Trump as they can.

Even if you negate the most controversial cases, the affected communities often watched the same result. Someone dies or is abused in police custody, police might get a slap on the wrist for it. Anyone else would probably at least get a manslaughter charge for it or serious assault charge.

Not much satisfaction in seeing it happen over and over, is there?

This is such non issue. So the US army is fighting an active war in a foreign country. Now suddenly they need to take more protection than they already are because of bounties. This already a holly war for the Moslems they get instant access to heaven if they die. Do you think a monetary bounty will make them fight harder? The strange part is I guarantee that the bounty (if it existied) is in US$ not in ruples.
