I think he said that because he couldn't think of a good response. US does its best to help US citizens out in other countries if necessary. Unless you're under some agreement with our government, it's not an obligation to extract you. Military and CiA, it's nearly automatic. But some people may just be getting pay compensation to work there without such agreement. And other people may be in there with other organizations.
