I'd be curious to hear the details of your licensing plan. Would the government prosecute unlicensed casual sex? (We'd need to build more courtrooms, hire more judges. A whole new market segment for attorneys.) What are the penalties for pregnancy without license? Would the male & female receive equal punishment, or would the female face greater sanctions?

Dunno, they made it work in China. We have
