The Naval Observatory is the official clock of the military. The one in Boulder Colorado is the source of the nation's official time. NIST broadcasts time signals via longwave radio station WWVB near Fort Collins, Colorado, and shortwave radio stations WWV and WWVH, located near Fort Collins and Kekaha, Hawaii, respectively.

Possibly this agency would be the equivalent in Mexico

There was one every year from 1972 to 1983 and then only four between 2000 to 2015. They're a result of tidal actions, tectonic events, or even a combination of both.
