Maybe since our roots are a gambling forum I can explain things so you can understand.

I spend $3000 on an AP slot play to win $5000. Should I pay taxes on $5000 or on $2000 I made. If variance got me and it cost $6000 to win $5000 I have a $1000 loss to help offset my next win. This works if I am actually in the business of professional gambler.

You would get a W2G for the 5k (since its over 1200), the losses are irrelevant, though you can claim them. You can claim on a tax year your total losses (if you can prove it, also requires itemizing).
Edit: Total losses up to your winnings.

However, this is a poor anaology, because gambling losses don't carry year to year, they only care about a tax year.
If you lose 20k this year, but win 15k next year, its irrelevant, the full 15k is taxable income next year.

No one is arguing he didn't successfully use the tax system to his advantage.

But certainly he should have run on information that he lost a billion, didn't pay taxes for 11 years, and then only paid 750 for two years. Only idiots would have elected him.

He pretended he was a successful "business" man and was worth 10 billion. Not. Even. Close.
