I think they can shift the costs to the airlines, hotels and other interested third parties. For instance, they could sell 20-year retail space leases now. Later those who buy them could either sub-let them, transfer them, re-sell them or actually open a business.

Yes, but it has to be within reason. No airport in the USA has ever tried to do a project of that magnitude where they spend $16 billion at once.

Landing fees vary considerably from airport to airport. Miami has some of the highest in the nation. Miami is a so called "fortress hub" for American airlines (by definition a fortress hub is where one airline flies 70% of the flights at the airport).

Charlotte is unusual in that it is a very large airport and a mid-sized metropolitan area. But it has some of the lowest landing fees in the nation, meaning that it is still attractive to keep as a hub even after the America/US Airways merger.

Right. and if they go into massive debt to build it, then either taxes or landing fees or both will rise...

An item in today's paper states Toluca has seen a drop of about 20% in respect to last year, while Cuernavaca has gone the whole year without a commercial flight. IMO Interjet may move some of the smaller-plane flights to Toluca, but no one else is likely to move much there. Yet had Mexicana remained aloft, Toluca would be thriving now with the low-costs, and it would be on its second expansion.

Here are wikipedia numbers for Toluca
145,000 - 2002
3,200,000 -2007
4,300,000 -2008
2,270,767 -2010
1,579,115 -2011
972,414 - 2012
1,161,064- 2013

Those numbers should be an indication of how hard it is to build a reliever airport. Given a choice airlines will always delete the reliever airport if they can move into the "nearby" airport.

Vegas is going to experience this effect when they try to build a reliever airport. No airline will want to leave the old airport, and I think some will stop flying to Vegas if they are forced to move. Time and time again cities have resisted calls to leave the old airport open (usually the request is for short haul, regional aircraft, or domestic operations), and forced all the airlines to move. There are exceptions, the most famous of which is Southwest Airlines refusing to move to DFW, but wanting to stay at Love Field instead.

Pittsburgh is a good example of an airport in the USA that was all built up to become a major hub,
21 million- 1997
7.6 million -2013

At one time all European flights were required to by the Canadian government to go through Montreal. But Mirabel is textbook example of how it difficult it is to build a reliever airport.

Got a call today from a secretary. She needs to bounce a guy around China
The 1st flight he needs a flight to NNY from Beijing.
She said the guy wants MU 3793.
So I'm like no biggie.
I'm looking and looking and looking. I don't see it.
I'm like WTF is going on.
So I ask, MU 3793, that's China Eastern out of Beijing.
She says that's what he wants.
Finally, I figure it out. The airport code in Beijing is PEK.
I had no idea Beijing has 2 airports offering public scheduled service.
He needed a flight out of the Beijing Military airport, NAY.
Apparently PEK is jammed up, the military airport is allowing a few publicly scheduled flights till the new airport is built.

Thanks, I had no idea that is the oldest airport in China. Very interesting.
Yea, I saw the flight as China United Airlines KN, never heard of them, 1st time I booked them I think. Don't think I can validate or plate on them so I sold the code share MU/KN.
What is this with different airlines almost having the same name.
United and China United
Virgin Atlantic, Virgin Australia, Virgin America.
Very confusing for the public.

U.S. Airways vs a U.S. Airline

American Airlines vs an American Airline.

Yes, indeed.
