Mexico is a very unique circumstance where the cartels are very ingrained in the police and military. Though for what it is worth the Mexican Constitution also has the right to keep and bear arms. Though they have stricter laws than us (very low bar,) they have much more "gun freedom" than most developed countries.

A far better country to look at would be Australia (and how they adjusted their laws after a mass shooting.) Or many Europeans countries, even Euro countries with high gun ownership like Switzerland have strict regulations (including the fact that carrying in public is prohibited for basically everyone with extreme exceptions only.)
