Who made a surprise visit to New York City police departments and fire departments on the anniversary of 9/11? Hint: it was not too senile Dunce in Chief.
They loved it and even got to ask a bunch of questions. Remember when we had a president that would answer every question they had to ask? Those were the days.

To call or consider the Taliban an effective central gov't is incorrect, they did not control the country as you imply.

It came to be in the mid-90's, seeking peace but even on its best day it didn't really control the populace; civil war, fighting and disobedience was rampant after they arose.

Most Afghans, exhausted by years of drought, famine and war, approve of the Taliban for upholding traditional Islamic values. It's as correct as it can be, the Taliban has ruled more of the country than any other group in history outside of forigen occupation. (And, now they do again).

Not saying we need to coddle the Taliban, but our relationship with China and Russia wavers often enough, and neither have been known to be gentle with dissenters. Sometimes we're on a punishment phase with those two countries, and then later we've cooperated with both again.
