Gun control proponents have never claimed that ALL shootings will be stopped by stronger laws.

and that all cops are bad

Not all cops are bad. Just the VAST majority of cops are bad.

and always the aggressors

Never seen anyone claim this.

That is something like 5 without warning cop shootings in Canada in the last few years. To scale it up to the US population that would be 50. Still below what you actully have but a not an insignificant 1 off. You wonder why cops might react badly when they see a gun?
