The term "The People" is constantly used in law and it always refers to the people of the USA and who represents the people

You missed an earlier post in this thread. Gorsuch mentioned it in a worldwide context or some such. You also missed my post pointing out how important worldwide is to THIS ADMINISTRATION! US policy factors in foreign countries…. we are paying for and sending vaccines to them. We are blocking entry of their citizens due to COVID. We are sending humanitarian support to hard hit countries (at least we did during previous administration). You can say people means only Americans if you want. You are just WRONG. OWN IT!!!

Edit…. my last comment on this issue. If People was capitalized in a written statement by Gorsuch, I’ll admit you were right. As often is done, I believe you are misquoting him to feebly try and make a point. Show me something from HIM, not YOU, with People capitalized and I’ll treat for golf next time!
