I haven't read anything that said the runway was a target. I am not sure if the missiles used have the capacity to make much of a hole in the ground. I think it's more like he stepped on Goodwin's Law with both left feet.
This is an occasion when technicalities fail spectacularly. The Wehrmacht did not use gas shells in the battlefields of Europe, even against the Russians, and even when they were in full-blown retreat.
