Definitely! There will be a small number of Black voters that will stay home instead of going to vote for Biden. There will be NO extra Black voters that weren't going to vote that will now go vote for Biden because of his ill thought out comment.

We will never know if those voters will make a difference, but it certainly isn't good for the Dems and Biden.
