Ballots are separated by people into two piles, and then the piles are counted by machines.

After the election is over, I believe that the ballots are more or less available to the public, so checks can be done then as well.

I am guessing a volunteer on the election fraud hotline. (Basically people call in and report "fraud" that they witnessed) to accumulate data for the Trump campaign to make challenges.
But, its shutdown now as of two days ago, so that would probably correlate with freeing more time.
