Why do maps always have the North Pole at the top center?

The Earth's axis is not aligned perfectly perpendicular to the plane of its orbit around the Sun.

For that matter, why is North the "top" and South the "bottom" of the map? How would society be different if what we currently call the North was historically always found on the lower half of the map?

Much worse than North on the top is the Mercator Projection which is the basis for the flat maps we are used to. This method of drawing a map exagerates the size of the northern continents compared to the southern. Does this perception of North America and Europe of being larger than they are transfer to a sense of being more important or better? Some people make a case for this superiority complex.
