Well, of course, we turn faucets on so pipes don't freeze in freezing weather, so of course different conditions can exist where water wouldn't freeze. Last I read Earth's core spins separately from the outer mantle. Are there some physics going on we just haven't accounted for in these other planets. I've been thinking about your response and exactly at what temperature the scientists think this ocean would register if it could be measured; spent quite a bit of time looking at articles about it and it seems that no one [except AI] wants to say what that temperature would be. I think this gets back to scientists really being unable to explain this. The AI that google consistently throws at you anymore claims the temperature is -380F or lower in the ocean, but this is the surface temperature generally, so it's an AI hallucination from what I can tell. I think no scientist wants to be caught saying they have a good idea what the ocean temperature is, as no temperature works for what is now understood. I like these things in science, not only are the new space telescopes revealing things about the universe that are challenging what we thought we knew, but even in our own solar system there are things that can not be explained Maybe RXwine will get the award for explaining it.
