They only use benefits if they don't use them at all in a twelve month period.

Easiest way is to access their cash benefits at participating ATM and retail store locations.

Another way, and still very common, is to get a willing bodega owner to ring up say $200 in fake EBT purchases. The bodega owner then gives $100 cash to the recipient and keeps $100 for himself. There is no limit to the number of times a recipient can use their card for SNAP benefit transactions. Bodega owners make a killing doing this.
