Personally I wouldn't go that far.

Perhaps only high power semiautomatics should be banned. I would measure power by taking the muzzle velocity times the mass of the slug. Basic kinetic energy. Pick some guns that should be allowed to remain semi-auto, pick some guns that should not, and narrow the gap until you've picked some value for kinetic energy. Make the high power ones bolt action.

Bump-stocks are a loophole around the conversion to fully automatic fire laws. It might not be the most reliable modification, and it is fully external to the weapon, heck you might even overheat the gun, but it certainly does convert it to automatic fire.

The other steps that would require no change in legislation would be to actually enforce existing laws, or more aggressively enforce existing laws.

Society has shown over and over again that there will always be people who will do this sort of thing, and there is no way to know ahead of time who might do it, and there is far too much power available in the hands of an individual.
