In any case this is clearly an internal memo email for employees of a government department. It's not a legal ban of a phrase.

Neither government nor business usually support activities representing them unless it's part of the job or an approved thing like a charity event. Why Flea finds that unusual, I don't know. A lot of businesses will support a local sports team. Elected politicians are about the only ones free to jabber about anything at their own peril. And business owners.

That memo from the department that controls many different things for all Federal Government Employees in Canada. The reference to approval by the PMO (Prime Ministers Office) represents the micro control that our communist Prime Minister Trudeau wants.
