174 feet long, thirty feed wide pedestrian and bicycle bridge but Spring Break meant few actual users of the bridge. Most injuries are motorists injured under massive slabs. Triage center established, Hospitals on Disaster Alert. Politicians and NTSB's Go Team enroute. A week old university press release heralded the main span being swung into place.

I wonder how much whitewash will be utilized?

Failure of a new structure is either design, construction or materials. It could be week steel, but the bridge was built with a new method called Accelerated Bridge Construction. The sections were prefabed and placed between the supporting towers in a matter of hours minimizing traffic disruption. My money's on a construction/ inspection error.
You can bet that inspectors are crawling all over bridges recently built with the same method.
The mind hungers for that on which it feeds.

I posted long ago about a man building an airplane who asked a friend to come by and put the wing on his fuselage. The friend thought "lift it and leave it in its proper place" what the man actually meant was "lift it, put it in is proper place AND FASTEN IT THERE." Builder took off with a wing held in place by two coats of paint and six coats of lacquer.

Maybe it will be something like this. "Put the two slabs together" interpreted as place them beside each other versus lock them together.

Would YOU knowingly drive underneath a bridge that was then being Stress Tested?
They didn't put up a sign or stop traffic during a stress test.

Note; no one has yet announced the results of the stress test but I don't think they will be favorable. Workers were atop the bridge at the time and several cars were under it including one vehicle from the Stress Testing company.

Once Search and Rescue phase officially ends, Homicide Squad takes over the scene.
