Not at a mile and a half, but at 200 yards and under, .22 has held many accuracy records over the years.
There are more deer killed with .22 than any other caliber.

I think most squad cars in the country carry something like an ar15 now since the bank shootout in Cali. a few years ago, where the robbers had automatic AK's and shot the crap out of the cops.

UK uses armed response units well trained in "clear shot", background, good guy/bad guy issues. USA arms all cops and has things like unarmed mental patients sitting on the ground getting shot etc.

32nd floor info seems vital.

Seems he had room overlooking a concern two months earlier.

One year acquisition schedule eliminates drug reaction.

Texas Tower had shelter, Mandalay shooter did not have any rampart, just a window (physical) and a window of opportunity (first few shots into dense crowd).

Saw Las Vegas SWAT address this. SWAT sniper wants at least a near level elevation to take out shooter and they didn't have that anywhere near enough.

Even though he didn''t have a rampart, apparently, he was standing back in the room. In other words, he could see the area he was shooting at but he had the floor roof and walls blocking anyone from taking a shot at him from a closer range than the field he was shooting into.

Even from other room locations on the same floor it was apparently difficult to get a shot at him even if they had gotten set up to do so.

LV SWAT is a Slow Adapter.
It would only have been a .22 round but any of the armed UAVs hobbyists use could have displayed a FPV aspect of the shooter and his environment and fired a single .22 round on command. The quadcopter is not even two feet in diameter and less than five pounds.
