They said that States could penalize faithless electors. In a quick reading of the article (which may not be fully correct and I may have missed something), it seems electors could still vote however they wanted, the state could replace them, perhaps sanction them, and get the "correct" vote...but couldn't they also do nothing and allow the votes to stand?

Not a surprise really. I didn’t see any reference to individual justices opinion though. Maybe there isn’t one on whether any of them would have ruled otherwise.

It’s the Supreme Court’s first action related to the “insurrection clause” since it overturned the Colorado state Supreme Court’s decision to bar Donald Trump from the ballot. In their decision, the justices ruled that states should not have unilateral power to disqualify candidates for federal office — but that state offices are another matter.
“We conclude that States may disqualify persons holding or attempting to hold state office,” the justices wrote.
